Police constable sets new benchmark by doing Ph.D

Police constable Tahir Khan, who recently received doctorate in biotechnology, has become the talk of the town. Talking to journalists he said when he was recruited as police officer, his family was not doing well financially but he did not let his circumstances discourage him. Despite hardship and adverse circumstances, he kept going. Even though it took him ten years, he eventually completed his Ph.D. During his interview, he said he has neither purchased clothes nor shoes in the last ten years. What makes his achievement noteworthy is that the guy is employed at a position that requires mere matriculation.




Our country needs more Tahir Khans. I believe every police officer should be educated to at least a degree. The educational requirement for an individual to be recruited as constable is mere matric. Raising the educational requirement can go a long way in civilizing uncouth Pakistani police which is notorious for its highhanded tactics against citizens. Unnecessary violence and misbehavior with citizens is rampant. This can be easily corroborated by statistical data and news clippings from the past few years. The actual rate, however, could be much higher because cases of abuse at hands of belligerent law enforcers are seldom reported.

Evidence from a study conducted by Dr. William Terrill suggests that formal education lessens the likelihood that police officers will use force to elicit compliance from citizens. The study asserts that police officers with higher education tend to use reasoning, creativity, and problem solving skills of a higher order to tackle problems. They do not see any value in resorting to manipulation and misbehavior.

Despite glaring evidence that education can improve conduct of police officers, legislators in Pakistan are slow at incorporating better educational standards into the police profession. Globally speaking, law enforcement agencies that introduced higher education as a pre-requisite for entering the profession, saw increased professionalism, reduction in moral turpitude, better problem solving, and more stable community relations.

Educated police officers are more proficient with information technology. They are better at managing budgets. They have a better understanding of SOPs of the police department. They are less likely to be subjected to disciplinary actions and internal investigations. They have a higher predisposition towards innovative thinking. They have better report writing skills because they know how to articulate thoughts. They take criticism better than their less educated counterparts. They have wider array of career opportunities outside the police department which comes handy when they retire or leave police department. But most importantly they are less likely to use force against unarmed and defenseless citizens.

Reforms won't be easy. It is going to take a pint of planning, some commitment, and a lot of sacrifice for current police officers to go back to school. Going for classes can be tough when police officers are working rotating shifts, attending trainings, and making appearances in courts. But with online schools like Virtual University of Pakistan and Allama Iqbal Open University, police officers can now study at their own pace. Distance learning will allow them to work around their schedule.

While I'm not saying that academic education is a substitute for street experience, I do believe educated police officers will be an asset to their department and the society at large. To top off academic education, there should be mandatory on-job workshops that cover law, advanced firearms, and combat training. Once equipped with both, hard and soft skills, police officers are likely to make better decisions when thrown into demanding situations. They will approach suspects with discretion and tolerance. They will be polite with the public and patient when confronting resistance.

The landscape is changing. Law enforcement in Pakistan has seen dramatic shifts over the years. With the advent of technology, computing skills are now a must. Understanding forensic science, which plays an important role in production of evidence in courts, is important. Moreover, a police officer with the knowledge of computer science is better equipped to fight cybercrime.

When asked what he thinks about ramping up the educational requirements for police officers, a police officer said he welcomes the idea but there should be a commensurate rise in wages. He said better incentives will be required to attract more educated people. He said police wages fall short of being competitive and perks are not as lucrative as they used to be.

Islamabad/SRINAGAR - Pakistan yesterday formally invited India for talks over the Kashmir dispute as the occupant forces in the held territory have crossed all limits of human rights violations.

At least nine people were killed Monday in fierce clashes between protesters and Indian troops across the Kashmir valley on Indian Independence Day despite the authorities imposing a round-the-clock curfew and snapping of mobile and internet services.




Dozens of civilians, mostly young men, have been killed in clashes between protesters and security forces, and thousands more injured in the region’s worst violence since 2010.

Kashmiris on both sides of the Line of Control and across the world observed India’s Independence Day as Black Day to convey the message to the world that India has illegally occupied their homeland.

Root of conflicts

Pakistan yesterday said that the Kashmir issue was the root of the conflicts present between the two neighbours and emphasised upon seeking the solution of the issue through meaningful and purposeful dialogue.

Foreign Affairs Secretary Aizaz Chaudhry invited his Indian counterpart S Jaishankar to Islamabad for a ‘meaningful dialogue over the Kashmir issue’ at a meeting with Indian High Commissioner in Pakistan Gautam Bambawale here.

Chaudhry, in a letter handed over to Indian HC, reminded Indian Foreign Affairs secretary that tracing out the solution of Kashmir issue was obligation of both countries according to the resolutions of the UN.
Unfinished agenda

Almost simultaneously, Prime Minister Nawaz Sharif called Kashmir an unfinished agenda of the United Nations. In a meeting here with PML-N presidential candidate for AJK Masood Khan, PM Sharif said the UN must intervene to resolve this issue.

LoC violations

Officials said the foreign secretary in his meeting with Indian HC also asked him to convey Pak concerns over the LoC ceasefire violations by India.

Indian forces resorted to firing near Rawalkot’s Neza Pir sector over the weekend, prompting response from Pak troops.

Black Day

Indian Independence Day was observed as Black Day on both sides of LoC by holding pro-freedom and anti-India rallies and protests.

Despite curfew and other restrictions, the people of IHK marked the day with protest demonstrations, KMS reported.

There was complete strike in the territory, call for which had been jointly given by the Hurriyet leaders Syed Ali Gilani, Mirwaiz Umar Farooq, Yasin Malik and others. All markets were shut and roads wore a deserted look.

The authorities had converted the entire territory into a garrison. Srinagar city, where the main function of India’s Independence Day was held amid the multi-tier security cover, remained reduced to a ghost town.
Ex-FM opposes Modi

Former foreign minister and Senior Congress leader Salman Khurshid on Monday disagreed with PM Narendra Modi’s point of view on Balochistan, advising him to not interfere in Pakistan’s internal matters.
Khurshid said Balochistan is different from any part of Azad Jammu and Kashmir and India’s right and entitlement was limited to Kashmir.

Israel and Pakistan Take Part in Joint Aerial Combat Exercise in U.S.

The 'Red Flag' war-simulation training in Nevada – with forces from Pakistan and the Emirates - begins Monday.

The Israel Air Force will be taking part in the Red Flag advanced combat training exercise beginning Monday in the United States, along with additional aerial forces including those of Pakistan and the Emirates.
The advanced training exercise, during which fighter jets simulate combat involving coalition forces, will take place at the Nellis Air Force base in Nevada.

This is the second year in a row in which the IAF is participating in Red Flag.

In recent days photographers in the area, near Las Vegas, have filmed Israeli, Spanish and Pakistani aircraft in advance of the joint exercise. In addition, a transport plane belonging to the United Arab Emirates was also photographed, indicating that, as reported, that country’s air force will also participate in the exercise.

The Israeli plane that will be used in the exercise is the F-16I (the “Sufa,” or Storm). In footage from Nevada one can see that IAF jets belonging to three different Sufa squadrons were sent to the United States. Air and ground crews will also participate.

The Red Flag exercise is scheduled to end on August 26.

The IAF has for several months been planning its participation in the event, which necessitates a long flight from Israel to the base in Nevada, with a number of intermediate stops and aerial refueling.

Last year the air forces of the United States, Israel, Singapore and Jordan participated in the Red Flag. At the time it was reported by foreign sources that Israeli planes even refueled the Jordanian fighter jets in the air, on the way to the U.S.

“The Red Flag is the biggest and best simulation of war in the world,” one IAF officer said at the end of the 2015 exercise.

All of the squadrons participating are assigned to “red” and “blue” forces. They practice intercepting other aircraft, attacking targets, rescuing pilots and engaging in aerial activity under the ostensible threat of ground-to-air missiles.

Haaretz received no response when questioning Israel Defense Forces sources two weeks ago about the possible participation of Pakistan and the UAR in Red Flag.

At the time the IDF Spokesman's Office said only that, “The air force trains regularly in Israel and abroad in order to maintain operational fitness for various operational plans. The Red Flag exercise involves unique and high-quality training. When the IAF was invited to participate, it accepted the invitation.”

The source added that the same squadrons participating in the exercise this year did not participate last year.

    The ex-husband of a British beautician who was forced to marry him has allegedly confessed to throttling her with a scarf, police sources in Pakistan said today.
    Samia Shahid, 28,  from Bradford, suffered a 7.5ins gash to her neck in her ancestral Punjab village, but her family insisted she died of a heart attack last month.
    Her first husband from an arranged marriage, cousin Mohammed Shakil, has been arrested on suspicion of murder and has now allegedly admitted he strangled her, the BBC has said.
    Ms Shahid's father Mohammad Shahid, is now being held as an accessory to murder. Both men appeared in court in Pakistan on Saturday.

    Ms Shahid was allegedly hunted by her family since 2014 after she ran away from the cousin she had been forced to marry.

    Her second husband Syed Mukhtar Kazam believes she was killed because of her marriage to him in an 'honour killing'.
    He says she was lured to Pakistan by false claims her father was ill and murdered in her bed.
    Her family said she died of a heart attack or a severe asthma attack and had her buried.
    Abu Bakar Khuda Bux, the investigator heading the team, said today the woman's father, Mohammad Shahid, and her former husband, Mohammad Shakeel, were prime suspects in the case.
    The two were formally arrested over the weekend, although the police have been questioning them for several days, Bux said.
    'All the evidence we have is leading to their involvement in the murder,' he said. 'We are collecting more evidence before we sent the case to court.'
    According to two police officers, the ex-husband has confessed to the killing and has described to his interrogators how he used his ex-wife's scarf to strangle her.
    The officers, who are involved in the probe, spoke on condition of anonymity because they were not authorized to discuss the details with the media before the case goes to court.
    Bux declined to comment on the purported confessions, saying the investigation is not yet finished.

    Her husband released a shocking picture showing a 7.5 inch red mark around Samia's neck, which her husband said proves she was strangled.
    The beautician, from Bradford, West Yorkshire, also has saliva and blood oozing from her mouth and nostrils.
    Mr Kazam, 30, told MailOnline: 'I am releasing this picture of my wife's dead body because I want the world to know that she didn't die of natural causes. She was murdered.
    'The police told the media and everybody here that the body did not have any visible marks on it.
    'Well, this proves that it did. What sort of heart attack leaves a bruise like that? It is obviously murder. Her family killed her because they weren't happy that she had married me.'  
    Police said the latest forensic report had confirmed Shahid did not die of natural causes.
    Initially police had said there was no sign of foul play and allowed her to be buried in a Punjabi graveyard. 
    The post mortem report said Ms Shahid suffered 'marks of violence' in the form of a 'reddish brown bruise' around her throat and was found dead with 'froth coming from her mouth'.
    Samia was forced into hiding with second husband Syed Mukhtar Kazam - who insists she was murdered by her family because they disapproved of their union.
    Islamic scholar  Syed Sibtain Kazmi says he recorded threats from Samia's family as he refused to say where they were - and then gave them to the police.

    He first met the murder victim when she came to the Anjuman-e-Haideria Shia mosque in Bradford for advice about to how to divorce Mohammed Shakeel.

    He told the BBC: 'She told me under oath that her first marriage was a forced marriage, which happened without her free will as she was pressurised into the marriage by her family'.
    Mr Kazmi said that when relatives found out he would help dissolve her first marriage and help with a second they said they would harm him, he claims.

    He was allegedly told by one relative: 'Our daughter is missing from home and you know where she is. The issue will be resolved but you will have to pay a high price for your role'.
